About Founder
As a former U.S. Contracting Officer/Contract Specialist, I solicited Request for Quotes (RFQ) and awarded over 400 contracts with six government agencies under the GSA Schedule.
This is a superb contract vehicle for small businesses to obtain due to its year-round open on-ramp and requirements. Go to www.gsa.gov to learn more about the contract vehicle for winning federal contracts. During my time with GSA, I saw the need for small businesses to submit a competitive GSA Schedule with multiple SINs and Labor Categories. My partners and I have created ReqWin to help companies get on the GSA Multiple Award Schedule and help them enter the federal market the right way by offering advice and partnership opportunities. We have a high success rate because we know what works and doesn't." – Pedro Rubio.

Why get on the GSA MAS Schedule?

U.S. government agencies use the GSA MAS Schedule to buy Information Technology (IT) and other goods and services. It is the preferred method for Contracting Officers and Contract Specialists.

Nearly $45B in GSA MAS sales are generated annually.

GSA MAS is a great starting point and the easiest way to enter the federal marketplace, and it is an accessible contract vehicle to get on compared to other IDIQs. Other popular contract vehicles include NASA SEWP, NITAAC CIO-SP3, Army ITES-3S, and others.

The FAR Part 8 - Required Sources of Supplies and Services requires Contracting Officer to buy from an Indefinite Delivery/Indefinite Quantity (IDIQ) first. The GSA MAS Schedule is an IDIQ. It offers limited competition within SINs versus open market opportunities posted to sam.gov. This means you are competing against fewer companies when submitting a proposal.

The GSA Schedule is the only vehicle where you can win a Blanket Purchase Agreement (BPA). A BPA allows you to win exclusive work within an agency.

GSA MAS will also assist you with Business Development within Federal Agencies. If you want to work with a Federal Agency, it is easier for them to select you if you have a GSA Schedule.

ReqWin wants you to know all the GSA MAS facts, and we will debunk some of the rumors you have heard from other consultants, such as:
a. The GSA Schedule is not the end all be all in government contracting. You do not need it to be successful, but it is a good start. It will give you an advantage, but many companies have been successful without it.
b. You do not need to hire us or any other consultant to complete your GSA Schedule application. You can do it yourself. The solicitation is posted on sam.gov here. In addition, GSA eOffer has information, and the GSA website provides additional details.
c. The benefit of working with us is a quicker turnaround time (3-6 months), simplified templates, technical writing support, and expert knowledge of what works and what doesn’t.
d. You qualify for a GSA Multiple Award Schedule if you have: (1) over $25,000 in sales for the past two years; (2) References to two related projects; and (3) invoices from that project.
e. Only apply for a GSA Schedule if you are serious about doing business with the Federal Government. It requires time and money to make an impact. Once you have a Schedule, effectively responding to Requests for Proposals (RFPs) requires in-house or consulting support in the following areas:

Business Development

Capture Management

HR and Recruiting

Proposal Management and Writing

Contract Management

What do you need to get on the GSA Multiple Award Schedule?
Because we have personally approved GSA MAS Schedule applications at GSA, we know what you need to have to have a successful contract. We have a track record of getting contracts approved. Following are the basic requirements.
1. Two years of financial statements. Not your tax returns, but your Balance Sheet and Profit & Loss statements from a CPA. The GSA looks at your financials to determine if you are eligible to receive a contract. You will pass this test if you have a positive cash flow and a credit line or cash on hand.
2. Past Performance. Within the SIN you are bidding on, you need to have three relevant project experiences with your company. If you do not, let's talk about how we can help.
3. Invoices. The GSA wants to see your invoices and service cost if you charge for your work.
Other documents are required, but these three determine whether you are approved.
