GSA Services MAC Solicitation Updates

GSA Services MAC (briefly known as BIC MAC) is the follow-on contract to the GSA OASIS Indefinite Delivery Indefinite Quantity (IDIQ) contracts.

GSA Services MAC Updates

GSA Services MAC is a Best-In-Class (BIC) contract vehicle that will be available for government-wide use. BIC contracts satisfy key criteria defined by Office of Management and Budget (OMB) guidance. Following are the latest Services MAC updates:

  • The final RFP is expected October 2022 with a 45-60 day turn.

  • Awards are expected Summer 2023.

  • Updates to Sections L&M and a Sample Qualification Matrix were posted on the GSA Interact website on May 9, 2022.

  • GSA is still considering teaming arrangements and the use of subcontractor experience.

  • RFP will be score-card based and GSA will set a minimum threshold to get on the vehicle (not select top X vendors).

  • There will be continuous open enrollment, rather than on-ramp periods, and there will be no cap on the number of awards.

  • Anticipated Pools: Large Business, Small Business, HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman-Owned Small Business (WOSB). Only 1 proposal will be required if a company is submitting in multiple pools.

  • Price will be determined at TO level - price not required at time of proposal.

  • There will be 9-15 Domain areas on the contract:

  • Technical & Engineering, Research & Development, Management & Advisory, Logistics, Facilities Services, Intelligence Services, Enterprise Solutions, Environmental, Financial Services, Human Capital, Business Administration, Marketing & PR, Social Services

  • Each domain has qualification matrix

  • Project Experience

  • Up to 5 projects (single contract or TO, minimum $250k, above satisfactory rating CPARS, within past 5 years)

  • FPDS, contract docs, or customer verification

  • Corporate Experience

  • Government systems, clearances

  • Other Certs
